or

I look forward to closing this project as soon as possible.

Say 'closing'. You look forward to something.

eg I'm looking forward to your visit. I'm looking forward to seeing you.

Hello Anon

You "look forward to doing X", when you anticipate X with pleasure.

Much more rarely, perhaps even never, "you look forward to do X" when you look ahead in order to do X.

Only the first meaning is possible here. So your #2 is the correct sentence.
