Which is better?

Hello. I have a question to ask you.

"People should have more chances to cook by themselves, and by doing so they will be able to pass on Japanese food culture to future generations. "

In this sentence, does "by doing so" indicate "having more chances to cook themselves" or simply "cooking by themselves"?
