Which is better?

Thousands of jobs will be created as part of a multi-million pound plan announced by the government to build five new housing estates.

or

Thousands of jobs will be created as part of a multi-million pound plan to build five new housing estates announced by the government.

I prefer the first version. Placing the word ‘announced’ close to ‘plan’ makes it more clear. In the second version, ‘announced by the government’ sounds like an afterthought.

The plan was announced by the government, not the estates, so I'd go with the first one as written.
