What's the most expensive restaurant you have ever been (to)?

Do I have to put "to"?

What's the most expenseive restaurant (which) you have ever been to?

What's the most expensive restaurant (where) you have ever been?

If these two sentences are correct, can I say both ways?

Do I have to put "to"? Yes, it's required.

What's the most expenseive restaurant (which) you have ever been to? This isn't wrong, but "which" adds nothing and makes the sentence ugly.

This means whether I can say "What's the most expensive restaurant you have ever been?"

If "What's the most expensive restaurant (where) you have ever been?" is correct,
why can't I omitt "to"?

In addition to what has already been said, I would prefer that since there is a superlative (the most expensive) in the antecedent.
