Which is better?

1. When you use it, you learn it. When you do not use it, you lose it.

2. When you use it, you will learn it. When you do not use it, you will lose it.

And what is the difference between these two sentences?

May I ask that - how do we determine whether it is a truth or not?

Maybe to some of us, we classify it into truth / fact.

But to others, they may think that this is just the author's feeling or conjecture.

It is the speaker's/ writer's opinion that determines the form of the sentence.
