Which interpretation is correct

"CONSIDERED TO BE one of the leading poets in America today, she has also written a number of books and plays."

Is this a correct sentence?

I really don't get it.

The paragraph means

1 AFTER she was considered... she has written....

2 She was considered....and at the same time she has written (then why present perfect tense)

3 BECAUSE she was considered ... she has written...

Which interpretation is correct

I need to know to translate them into other language
