I'd use the second one. It's something about "growth" that makes me feel that way. With "storage", I'd use either.

To me "for growing wheat" rather means that wheat is being grown by some person/entity for a certain purpose, say for dealing in wheat or to produce bread itself.

Yes, you are right that if we use "for growing," it carries the sense that someone is doing the growing. Since I'm used to thinking of wheat as a crop, that made the most sense to me.

Everyone thought that #2 was the better choice. (#1, without the "the," is not correct.)
