Which and that
Since I am the chair of a new committee, I am being challenged by my loyal committee members. What is the proper use of "which" and "that" in the following sentences and what is the general rule that applies?
" The Board of Directors has adopted this Design Guidelines Document "which"/"that" establishes detailed guidelines related to permitted and prohibited changes to the lots and/or structures."
"Nothing shall be kept or stored on the exterior of the lots or common areas "which"/"that" would create an unsightly condition."
"The design guidelines cannot envision every possible modification "which"/"that" might be proposed by community members."
This last one is just a question on the singular tense of object closest to the word "knows".
"It is each member’s interest to have read this document and "know"/"knows" what is or is not generally acceptable; in cases where this document is not clear, please refer to one of your ARC members for assistance."
