Which

Hello,

1.An algorithm is a series of well defined steps which gives a procedure for solving a type of problem.

Does "which" refer to "steps" or the clause before it?

I would like to know the rules for relative pronouns referring to the nouns.

Do relative pronouns refer the nouns just before it?

Could anyone here help me with rules?

Thanks.
