Whether(or not)

Sometimes I encounter a statement with' whether...or not 'but sometimes just whether.
whether they can get a job, whether their kids can play outside safely or go to a good school.
I should apologize to him,whether he accept or not.

Is it just depends on what we want to express?
Or there is a clause.

Or not is obligatory when “regardless of whether” is meant, as in your example I should apologize to him, whether he will accept or not. Otherwise, it’s optional.
