Whether to Use And or Or

Hello to all.

This is the sentence: "It is more a question of whether to consider it a factor in whether or not (and how much) to pay for apples."

"It is more a question of whether to consider it a factor in whether or not (or how much) to pay for apples."

I don't know which is the best word here.

I think "and" works better. However the sentence as a whole is not tremendously elegant. It also sounds a little as if one option is to obtain apples without paying for them.
