"whether" or "that"

Hello everyone. I have a question.

Regarding the following two sentences:

(A) Tom's question was whether I would join the hockey club or not.

(B) Tom's question was that I would join the hockey club or not.

I don't see any problems with (A), while (B) sounds strange to me. What do you think? Can (B) successfully replace (A)?
