Whether or not to do something

You can choose whether or not to meet Jane, Molly or Tanya.

I'd like to know whether the object of "choose" is "not to meet" , not "whether" clause and whether the structure "whether or not to do something" is similar to "what to do", "which to do", "how to do" or "when to do" in the structure."
