Whether or not

"I don't care if you are a millionaire (or not)."

"It doesn't matter whether you live in England (or not)."

"It remains to be see whether (or not) this idea can be put into practice."

"I don't know if he is married (or not)."

In the above sentences with "whether" and "if" is it necessary to write "or not" ?

What is the general rule ?

Or not isn't necessary but you can use it if you like. Whether may be a little more common than if if or not follows but the choice is really up to you. CB
