I'm not sure whether to use whether or if.

It wouldn't have counted whether it went/had gone in or not.
I wouldn't have counted if it went/had gone in.

He can't be objective whether he wants to be or not.
He can't be objective if he wants to be.

The iPad doesn't draw much power while in standby, so it doesn't make a significant difference in charging time whether it's completely off or just in sleep mode.
