Whether All of the events or Most of the events?

Please look at the following question.

"____ of the scheduled events will be open to all-comers"

a) Most
b) All
c) Some
d) One

The correct answer is a) Most. Couldn't someone explain to me why b) All can't be the other answer?
and If there is not the phrase "to all-comers", I mean, if it is like this,
"____ of the scheduled events will be open"

Every option "a)Most,b)All,c)Some,and d)One" can be answer. Right?

I have no idea what an "all-comer" is, but grammatically all alternatives are indeed correct. Perhaps you mean "everybody"? CB

The phrase in the question was made by an questioner in my country, not me. I think it means every visitors or all visitors. Did you mean that "all" and "most" both are okay? Right? Thank you for your teaching,Mr. Cool Breeze
