Whether

Hi,

Cellphone overusers are making efforts to disconnect in social settings, whether at the behest of the host or in the form of friendly competition.

Is a whether clause that has the incomplete form of a clause grammatically correct? I've never encountered a whether clause missing a subject and a verb, as shown above.
