Wherewithal to dispense justice

Dear All,

In this video,

at 5:44, one of the actors says:

"yet he is this incredibly powerful figure who has the wherewithal to dispense justice"

Sounds like a bit of an unusual word, wherewithal. How would you normally use it?

Thank you!

wherewithal means all that is necessary to do something.

It often refers to money,

eg I don't have the wherewithal to rent a hotel room..

but consider this example.
eg I don't have the wherewithal to change a tire on my car. I have a lug-wrench but I don't have a jack.
