Which sentences is correct?

Those WHERE the days where our Network Engineers were making a lot of Technical adjustments to improve our service.

Those were the days WHEN our Network Engineers were making a lot of Technical adjustments to improve our service.

Need help please.

Those were the days when ... There is no reason to capitalise "technical". Capitalisation of "Network Engineers" may be justifiable if you want to emphasise that it is a job title rather than a normal descriptive term, but if in doubt don't capitalise.
