Where/when

Hi

When an organ or functional system appears to have too much energy, then stroke the relevant finger from the base to the tip. If there is too little energy present, stroke the finger the other way round, from tip to base. The Indian mudra specialist, recommends placing the thumb at the base of the relevant finger where too much energy is present; where there is too little, hold the thumb to the tip.

I'm wondering whether "where" from the sentences above could mean the same as "when"?

... when too much energy is present; when there is too little ...
