'wherever' at the beginning of a question

Hi,

My longman says that wherever can be used at the beginning of a question to show surprise.

"Wherever did he find that?" she wondered. (*)

(1) Do I understand correctly that (*) is very close to "Where on earth did he find that.."
(2) Can "whenever" too be used at the beginning of a question in the same way?
e.g. "Whenever did he learn about this?" Ann wondered = "When on earth did he learn about this? Ann wondered"
