Wherever

(Talking about a bird that got loose)

Girl: Where do you think he is?

Mom: I don't know. He's free. He can fly wherever he wants, so he's probably flown off to a warmer place.


1) Is "wherever" the correct/natural choice here?

2) Is "...he wants, so..." natural or should it be "...he wants to, so..." or "...he wants to go, so..."?

Yes.
