wherever ?

Wherever the crime novels of P.D. James are discussed by critics, there is a tendency on the one hand to exaggerate her merits and on the other to castigae her as a genre writer who is getting above herself.

Question,

Does the word " wherever " mean " in every case " ?

Is there any other words to substitute " wherever " ?

What does it mean " who is getting above herself " ?

Thanks
