Whereas /IF

Whereas the use of synthetic fertilizers has greatly expanded agricultural productivity in many parts of the world, if these fertilizers are used increasingly, they can create serious environmental problems such as water pollution

Guys,

What is wrong with above sentence...I see no grammatical issue (DEPENDENT CLAUSE ), though it sounds awkward..Does whereas signals parallelism.. I mean the use of .. is in the independent clause so should main clause also contain increased usage ...?

Please clarify

It seems to me that 'whereas' is just the wrong word choice; it should be ' while '. Neither definition really fits the situation: 1. while on the contrary -- The clauses are not really opposite statements.
