To put it simply, is it correct?
"Where were you?" = "Where were you at a specific period of time (only in the past)?"
"Where have you been?" = "Where were you over a period of time (in the past till now)?"
"Where were you?" = "Where were you at a specific period of time (only in the past)?"
"Where have you been?" = "Where were you over a period of time (in the past till now)?"
