Where to use passive voice of "simple present" and "Present Perfect"

What is the difference between "It is completed" and "It has been completed"?. Can we use these alternatively in some context(i.e to talk about the work completed recently). Please Help me

They are essentially the same. As with all perfect tenses, however, a specific time of completion normally isn't mentioned.
