Where to put "at least"

I am wondering if you could help me figure this out. (1) I am willing to listen "at least" what Taro says. (2) I am willing to listen to "at least" what Taro says. (3) I am willing to "at least" listen to what Taro says. In my understanding, (1) and (2) ----emphasis on Taro. (There are so many people with opinions that I can't hear them all, but I could at least hear "Taro." (3) -----emphasis on "listen" , so I don't think I can accept or deny what Taro says, but at least just "listen" to what he has to say.

Something has gone wrong with (1). I imagine it was meant to say "I am willing to listen at least to what Taro says". Otherwise, I agree with your interpretation.
