Where there is a blame, there is a claim?
My friend wrote an apologising letter for she had accidentally split cooking oil on the public kitchen floor. Someone else added a sentence behind: "Where there is a blame, there is a claim." What does that mean???

As far as I know it refers to lawsuits from accidents. I cannot say how the other person meant the sentence to be taken, but "Where there's blame, there's a claim," was an advertising slogan for a personal injury law firm.
