Where should I place the modifying word, "again".

It may depends on what "again" modifies. I think, in the first sentence, it modifies "the K.B.E.", so it is yet another action they have taken. In the second one, "again" modifies "adopted (science standards)", meaning they have already adopted other science standards, and even that they have already "adopted science standards that take aim at evolution".

I see it as mainly a matter of emphasis. You can put 'again' in several places (the end of the sentence, after 'standards', before or after 'has', at the beginning of the sentence). Consider the added emphasis in

I must say that "again" before the verb strikes me as odd, but not wrong. I like yours better ("has again ...").
