Could anyone explain the grammar in this sentence to me?

This is a title of news. What is to doing here? Is mediate palying the role of verb.?

means in fact IMO
The State is expected to mediate the talks
thus the mediation will take place in the future (hasn't yet started)

Would 'State mediates Brington talks' be the better headline? It would certainly be a better sentence, but I wouldn't necessarily call it a better headline. There's nothing wrong with the headline as originally written.

Headlines are not expected or required to follow all the rules of grammar and syntax.
