where is the VERB?

upon seeing this clause "India’s obduracy is particularly disappointing, in that its foot-dragging in December was dismissed by many as electioneering by the outgoing Congress government before India’s elections earlier this year," I get the part that people were not happy about india's behavior, and i get the part many people dismissed india's role in this decision, what i dont get is the verb in the clause"as electioneering.....", and what does that clause have to do with people being mad at india?
