Where is the prepositional phrase?

Are the highlighted commas necessary?
No. Certainly not the first. Some authors would use the second comma, though strictly speaking it's not necessary after an introductory prepositional phrase (unless perhaps it is a very long one).

What a mistake. I didn't see "in". I only look at the part after the open quote marks.
