Where is my meat?

Hi teachers,

Situation at a restaurant. The customer has been waiting for more that 10 minutes.

A: Excuse, waiter. Where is my meat?

My question:

To explain "where", are both possibilities equally correct?

1. Where (in what place) is my meat?

2. Where (in what location) is my meat?

Thanks.
