Where is it vs where does it

Context: Yesterday a plumber came to change our kitchen tap. When he was joining hoses or pipes under the sink, I saw some water was dripping.
Which tense should I use and why?
Where is it coming from?
Where does it come from?
Water was not dripping before he came.
I always get confused between the present progressive and the present simple
