Where is a independent sentence (when ~~~~)

Dramatic irony is when the words and actions of the characters of a work of literature have a different meaning for the reader than they do for the characters.

Q) I was just wondering where is a independent clause in the above sentence?(there is a only dependent sentence starting with 'when.'

What I expect is a dependent sentence when coming with a when clause as follows; I came back home when he called me.
