I'd put it wherever your teacher tells you to, but in the usual short academic essay, it is part of the introduction, which may run for a paragraph or two. The thesis can be in its own paragraph, but there is no requirement for that layout. Much depends of course on the length and complexity of the essay-- in a long work, there may be several introductory paragraphs of background on the topic before the writer's thesis is presented.
