Where do I put the period (full stop)?

One would have to be cynical in the extreme to believe this, but then as a pol once said, "In Washington, no matter how cynical you are its hard to keep up."

Where does the period go, inside or outside the quotes?

It depends which style you follow. In the U.S., the period goes inside the quotes. Always. Even when it doesn't seem logical to do so.

(By the way, I'd put a comma after "you are.")
