Where as a relative

Hi
Please help me with this.
It was decided that where a person intends to join the core team he or she can do so after getting the consent of the Board Chairman.
My doubt: As for me when seems to be a natural choice here. I am wondering whether when can replace where here. If it cannot what difference does it make?

You can use 'where' (but it remains an adverb) or you can use 'when', but really the sentence seems very cumbersome and should be simplified: It was decided that a person may join the core team after getting the consent of the Board Chairman.
