My friend said this after I said "hi" over the phone. What does this mean? Could you give me examples how to reply to this? Thanks.

The expression is What are you up to?
It means What are you doing? What have you been doing lately?

Just answer by telling your friend what you have been doing.
If you don't have anything specific to say about it, say "Nothing much. How about you?"

Thank you. I thought it was strange when I heard that and I made it sure twice if he said "Where." He said yes. We both are foreigners... I may have heard it wrong.

But anyway, thank you so much. Now I know what to say next time when he says that.
