Where are you from?

Hi,

I always have hard time telling people where i am from? What are they really asking when they ask me "Where I am from?"

Since I have been living in Canada for more than 10 years, should I say I am from Vancouver, Canada or they are wanting to know "where am I originally from?"

And if they are wanting to know where I am originally from? Should I use past tense and say " I was from Taiwan." or say," My ancesters were from China?"
