In the last decades of the eighteenth century, and in the hald of the nineteenth century, a large number of words, which are now of capital importance, came for the first time into common English use, or where they had already been generally used in the language, acuquired new and important meanings.

About the 'where' above, does it imply places or cases?

Even if it's 'in general', is it still that odd?
Yes, it still seems semantically odd to me, Taka-- I can't calibrate the 'certain' with the 'general' clearly.
