Whenever

There is a sentence: At last, I will be on my own, but I still want to have my parents to turn to whenever need help. There is an error in it. We should add I before need. But can I change need into needing? Is that right?

I wouldn't say it's wrong, but it's very odd and awkward. Don't say it.
