There's not much difference at all. Sometimes no difference is intended by the speaker.

- When would you be coming down? Sounds a little less precise. I might answer 'Oh, sometime next month'.
- When would you come down? Sounds like possibly the person wants a more precise answer. I might answer 'Next Thursday, probably in the afternoon'.
