When was the last time? or When is the last time?

Which one is correct? If they are both correct, when do I use which?

For example, When was the last time you have seen a movie this scary? I just randomly picked that out Emotion: smile

Please clarify the differences between "when was the last time" and "when is the last time."

In my opinion, 'the last time' itself is a time adverb that connotes a past time, just like 'yesterday'. So 'When is the last time you have seen a movie this scary?' sounds a bit odd. Please remind 'present perfect tense' is a kind of 'present tense'. Probably I would say 'When was the last time you saw such a scary movie like this?'.

It is now a bygone era. However, if you are writing about a time in the past (say, the World War II era) and wanted to express that by that time, this earlier time (Qing Dynasty) seemed long ago, you would use "was."
