There are some subtleties here. Furthermore, there are plenty of situations in which either can be said.

However, here's the brief and general way I first introduce this topic to my students.

I'm going to eat tacos.

Say this if you have a plan. eg You have been studying the menu in a mMexican rstaurant for 10 minutes.
