When to use ( is ) and ( Does ) at the beginning of sentences ?

Hi all,
I'm a little confuse of using ( is ) and ( Does ) at the beginning of sentences .. for example look to this two sentences :
First :
Does the money has been transferred ?

second :
Is the money has been transferred ?

the question is why don't we use ( is ) on the first sentence ? why we used " Does " ?

Can anyone explain to me how to use both of them ? , and put examples for it please ..

We don't. You don't need to insert an auxiliary verb for inversion because the clause already contains one (have), so Has the money been transferred? is correct.
