When to use Had/Has/Have

Hi guyz

please tell me when to use had/have/has

For example: I want to write

My family has gone when I was 17.

They has gone when it was 23 o'clock

What is wrong is what I have shown you: present perfect cannot be used with a specific past time reference ('when I was 17'; 'at 11:30 PM')

It will pass. Russian and Chinese production are/is not acceptable. Either will work, I suppose; it depends on the speaker's mindset. I agree that plural is more expected.
