"Does it" is generally used before a verb "Does it rain a lot in your country during winter?"," does it annoy you if someone calls you early in the morning?","Is it" either before a verb+ing " is it raining?" or a noun " is it cold ?"

Is it before a verb with -ing, noun, adjective, or prepositional phrase.
Does it before a base form of a verb (no -ing).
