When to say [ Always complain ] and [Always complained ]

I was browsing through twitter and then a text appeared to me contains :
[ he always complained about how ... ]

it sounded not familiar to me
so I begun looking for an explanation ..
but because i hadn't been writing it properly i couldn't find an answer .

What i understood from the above two examples is :
always complain = he does it regularly
always complained = he used to complain , but now he doesn't

is my understanding right ?

(plz correct me what I wrote grammatically )

That is partly correct. The past-tense version.refers to past time; unlike 'used to', it does not necessarily imply that he no longer compalains
