Is this sentence correct:

1) John believes that the exposition of their exactions, when the foreign media were not allowed into the country, was what dealt the final blow to their credibility.

Meaning:
John believes that the exposition of their exactions, which took place when the foreign media were not allowed into the country, was what dealt the final blow to their credibility.

In '1', 'when the foreign media were not allowed into the country', postmodifies 'their exactions'.

I meant that someone exposed the exactions they committed. Take the Khmer Rouge for instance. They commit exactions. For a while nobody knows about them and then afterwards they are exposed. In the case of the Khmer, the exactions were exposed when they were still ongoing. This is just an example.
